Karma limit can be manipulated with negative karma

Hi there! We have a 100 karma limit per month. But some of our employees found a workaround around limit: they give negative karma which decreases their limit and then they are able to give positive karma.

I believe that this is an error. Any karma given out should be counted towards the set limit. This is the first issue.

The second issue is that we have teamleads who give more karma than regular engineers. We would like to have a separate karma limit for moderators.
